· တိုင်းရင်းသားအစိုးရများ၏ကိုယ်စားလှယ်များညီမျှစွာပါဝင်သောဖက်ဒရယ်ပြည်ထောင်စုလွှတ်တော်၊

· အသိပညာ ရှင် အတတ်ပညာရှင်များပညာရပ်အဖွဲ့အစည်းများ ၊ပြည်သူ့အဖွဲ့အစည်းများ တို့၏ အသိပညာ အတတ်ပညာပိုင်းဆိုင်ရာအကြံပြုချက်ထောက်ကူချက်များကိုမှီငြမ်းပြု ၍ဦးဆောင်ရန်၊

· မြန်မာနိုင်ငံသားဟောင်းအားလုံးမြန်မာနိုင်ငံသားအဖြစ်သတ်မှတ်ခြင်း၊

· ရိုဟင်ဂျာများကိုမြန်မာနိုင်ငံသားအဖြစ်သတ်မှတ်ခြင်း၊

· ၁၉၄၇ပင်လုံစာချုပ်ကတိကဝတ်များကိုလိုက်နာခြင်း၊

To draft the Constitution of the Federal Union of Burma based

on the following principles

The Basic Principles of the Federal Union of Burma

• A Federal Union of Burma consisting of eight states governed by ethnic governments who will live together in peace and equality.

• The Federal Union Hluttaw (Parliament) which includes equal representatives of ethnic governments.

• To lead the nation based on the knowledge and professional recommendations of knowledgeable professionals, academic organizations, and public organizations.

• Recognizing all former Burmese citizens as citizens of Burma;

• Recognizing the Rohingya as Burmese citizens.

• Complying with the 1947 Panglong Treaty commitments.
